Data Submission Portal

TITLE IX ATHLETIC SUBMISSION PROCESS

For the 2020-2021 school year, the DCSAA will use the same data submission process from the previous year. All data submission forms have been updated.

DCSAA ASSISTED DATA SUBMISSION

Use the following data submission forms to submit your school’s Title IX data for the 2018-19 school year. 

There are instructions on the welcome page for each link. You must complete the tasks within each registration link in order for your Title IX data submission to be complete.

DATA SHARING AGREEMENT

If you DID NOT complete the data submission process last year, you will need to complete a Data Sharing Agreement BEFORE you submit your student rosters. Please have your school’s administration review, sign, scan, and send the following data sharing agreement to Natalie M. Randolph at evelyn.lightfoot1@dc.gov. 

NOTE: This agreement must be signed and returned before your school’s Team Roster Information can be analysed by the DCSAA. 

DATA SUBMISSION FORMS

There are two tabs that contain this year’s Title IX data submission forms. If you are a DC Public Charter School, click on the appropriate tab to complete your forms. If you are a DC Public School within the DCIAA, click on the appropriate tab to complete your forms. 

DC PUBLIC CHARTER SCHOOLS DATA SUBMISSION FORMS

If your school is a charter school, use the following forms to submit your data. 

DC PUBLIC SCHOOLS (DCIAA SCHOOLS DATA SUBMISSION FORMS)

If you are a DC Public School, use the following forms to submit your Title IX athletic data. The remainder of your data will be submitted by your LEA Title IX Coordinator. 

WHAT HAPPENS AFTER I SUBMIT MY DATA?

Once you have completed ALL FIVE of the data submission forms, DCSAA will calculate proportionality and equity for you. You will receive results of these calculations no later two weeks after the submission of your last form. 

Please keep in mind that not all data is used for calculation. You will only receive results for calculated data elements described in the Title IX Data Guidance Standards.  All other information will be included in a year-end report exactly as you have submitted it. 

If data shows disproportion or inequity…

  1. You will be notified by DCSAA no later than two weeks following the submission of your last data form.
  2. You will be encouraged to complete an action plan for each data category showing disproportion or inequity.
  3. Along with your action plans, you will be instructed to complete your school and/or LEA compliance forms. Compliance forms are described in the next section.

If data does not show disproportion or inequity…

COMPLIANCE DOCUMENTS

Statement of Compliance

Each individual school must download, sign and upload the Statement of Compliance. This is a two page document certifying that the Title IX data submitted is complete and accurate.

Assurance of Compliance

Each LEA must download, sign, and upload the signed Assurance of Compliance. This is also a two page document certifying that all schools under the LEA have submitted complete and accurate data. 

Charter Schools

If your school is also an LEA, you must complete BOTH forms. 

DC Public Schools

Your school must complete the Statement of Compliance and the DCIAA will complete the Assurance of Compliance.

WHAT ARE THE PROPORTIONALITY AND EQUITY GUIDANCE STANDARDS?

The Title IX Athletic Equity Act of 2015 requires that schools assess their athletic programs in order to determine if they are operating in a fair and equitable way. The law further requires that if a school’s data shows disproportion or inequity, that school must submit a plan that explains the inequity and provides action steps toward improvement. 

In order to support schools through this process, the DCSAA has created guidance standards for school to use when assessing their program data and determining if an action or improvement plan is needed. 

The following document represents our Title IX Data Guidance Standards.  This rubric outlines six data categories that are used to assess program equity as well as numeric standards for each. 

It is important to note that these are guidance standards developed by DCSAA in order to provide support for schools. Meeting these standards is not a legal requirement nor defense. 

HOW WILL MY SCHOOL'S DATA BE REPORTED?

Once your school completes the data submission forms provided above, your data will be reported on a single page within the year-end Title IX Athletic Equity Report compiled by the DCSAA.  A sample template for the school data report is linked below. 

Any action plans will be included at the end of the year-end report.
